Legislation Title:

AN ORDINANCE related to the Traffic Code, amending Sections 11.14.425, 11.16.120, 11.16.300, 11.16.480, 11.23.120, 11.23.380, 11.26.060, 11.26.080, 11.26.100, 11.26.220, 11.31.121, 11.72.065, 11.72.220, 11.76.015, 11.76.020, 11.76.040, 12A.08.105, 15.17.150, 15.35.010, 15.35.020, 11.76.050, and the titles of Chapter 11.76 and Section 11.76.010 of the Seattle Municipal Code, repealing Section 11.76.050 and adding a new Section 11.76.005 to provide regulations for payment for vehicular parking at pay stations.

 

·        Summary of the Legislation:

This legislation revises several sections of the Seattle Municipal Code to support the implementation of on-street parking pay stations to replace single-space parking meters.  Specifically, this ordinance:

 

§   Defines a parking payment device to include pay stations, as well as meters

§   Describes the Traffic Engineer's authority with respect to parking payment devices

§   Describes the use of service parking meter hoods at parking pay stations

§   Describes the process for service parking in areas without parking payment devices

§   Expands the restrictions for passenger vehicle service parking to include parking pay station posts or signs

§   Defines payment device operations

·        The 2002 Parking Management Study conducted by Seattle Transportation (SDOT) recommended implementing new parking pay station technology to replace single-space meters for the control of on-street paid parking.  Parking pay stations provide benefits to parking management, customer service, streetscape enhancement, and parking revenue.  SDOT intends to install parking pay stations beginning in 2004.  Changes to the Seattle Municipal Code are necessary to allow the use of this new pay station technology, in addition to the existing single-space meters.
