Legislation Title:

A ORDINANCE relating to monorail transportation; repealing City of Seattle Initiative 41 and City of Seattle Initiative 53.

 

Summary of the Legislation:

The ordinance repeals City of Seattle Initiative 41 and City of Seattle Initiative 53. On November 5, 2002, pursuant to Petition/Proposition No. 1, the voters of the City of Seattle created a city transportation authority (the Seattle Popular Monorail Authority, or “Seattle Monorail Project”) to provide a monorail transportation system as set forth in the Seattle popular monorail plan adopted by the ETC on August 5, 2002 (the “ETC Plan”). Because the purposes of the ETC have been fulfilled, and to avoid unnecessary duplication of the efforts of the Seattle Monorail Project, the ETC has asked that Initiatives 41 & 53 be repealed to facilitate the creation of the Seattle Monorail Project.   This legislation does not have any financial implications.

Background:

In 1997 voters in The City of Seattle (the “City”) approved Initiative 41, establishing the Elevated Transportation Company (“ETC”) to study and make recommendations for the construction of a significantly expanded monorail mass transit system in the City.  In 2000 Seattle voters approved Initiative 53, which provided City funding for the ETC and its planning process, with the goal of having the ETC prepare a proposal to be submitted to the voters, to build an expanded monorail transportation system.  On November 5, 2002, pursuant to Petition/Proposition No. 1, the voters of the City of Seattle created a city transportation authority (the Seattle Popular Monorail Authority, or “Seattle Monorail Project”) to provide a monorail transportation system as set forth in the Seattle popular monorail plan adopted by the ETC on August 5, 2002 (the “ETC Plan”).  The Seattle Monorail Project was created to implement the ETC Plan; its creation fulfills the purposes of the ETC and addresses the goals of Initiative 41 and Initiative 53.

No hearing is required before this ordinance may be passed, but SMC 3.110.460 calls for the City Council to have a public hearing before adopting a resolution to terminate the ETC.
