Fiscal Note
Each piece of legislation that appropriates funds, creates position authority, or will create a financial impact through policy direction or otherwise, requires a fiscal note. The fiscal note should be drafted by department staff and should include all relevant financial information. After preparation by departmental staff, the Department of Finance will review and make necessary revisions before transmittal to Council.

Legislation Title: |
AN ORDINANCE relating to the City Light Department and Seattle Public Utilities, authorizing the Superintendent of City Light and the Director of Seattle Public Utilities to acquire properties of land in the Skagit and the Tolt/Snoqualmie watersheds, to be set aside as salmonid habitat. |
Summary of the
Legislation: |
Authorizes Seattle City Light and Seattle Public Utilities to acquire parcels in the Skagit and Tolt/Snoqualmie watersheds for salmonid habitat in response to the listing of Puget Sound Chinook salmon and Puget Sound bull trout as threatened species. Said lands are placed under the jurisdiction of City Light or Seattle Public Utilities based upon which fund is used for purchase. |
Given that this legislative act does not appropriate funds, create position authority, nor establish policies with financial impacts, a fiscal note is not required.

Background (Include brief description which states the purpose and context of legislation and include record of previous legislation and funding history, if applicable): |
This legislation authorizes Seattle City Light and Seattle Public Utilities to acquire parcels in the Skagit and the Tolt/Snoqualmie watersheds for salmonid habitat. The City committed to habitat acquisition in Ordinance 120618 as one of the elements of the City’s early response to the listing of Puget Sound Chinook salmon as a threatened under the Endangered Species Act. The City designated $900,000 dollars toward habitat acquisition and City Light obtained a matching grant from the National Fish and Wildlife Foundation (NFWF) for $900,000. As the City Early Action monies have been spent on habitat acquisitions the NFWF grant money of $900,000 is the amount remaining to be spent on additional habitat acquisitions. The legislation also places the lands under the jurisdiction of the City Light Department. |

No other alternative. City committed to habitat acquisition in Resolution 29905. |
