AN ORDINANCE adopting the 2003 Update
to The City of Seattle 2001-2004 Consolidated Plan for Housing and Community
Development, including general policies for the use of the City’s funding
resources for housing and amendments to the City’s Citizen Participation Plan
for the Consolidated Plan; authorizing the submission of the 2003 Update to
the United States Department of Housing and Urban Development; authorizing
the Human Services Director to make changes to the Plan for certain purposes;
and ratifying and confirming prior acts. |

Summary of
the Legislation: |

|
The requested resolution will adopt the 2003 Update to the 2001-2004 Consolidated Plan for Housing and Community Development and the 2003 Action Plan component of the Plan. The changes in the Consolidated Plan reflect the actions of the City Council in the making of the 2003 City Budget and include changes proposed by the Mayor in certain housing policies and in the citizen participation plan. |

The City has
received Community Development Block Grant funds since the inception of this
federal program in 1975. These funds
have been a major source of funding for housing, community development and
human services priorities. The
Consolidated Plan for Housing and Community Development is required by the
U.S. Department of Housing and Urban Development (HUD) and serves as the
planning documents and the applications for four federal formula grant
programs, including the Community Development Block Grant ("CDBG"),
HOME Investment Partnerships, Emergency Shelter Grant Program
("ESGP") and Housing Opportunities for Persons with AIDS
("HOPWA") programs. HUD
requires that the Consolidated Plan be adopted by City Council prior to its submission. |

Yes. As a condition of funding, the U.S.
Department of Housing and Urban Development requires that a public hearing be
held concerning the adoption as well as a substantial change to the
Consolidated Plan for Housing and Community Development and the Action Plan
component of the Consolidated Plan.
This requirement will be met by the Council Committee briefing that
allows time for public comment on the Action Plan. There has been a
public involvement process in the development of the Mayor's Proposed 2003
Update to the 2001-2004 Consolidated Plan for Housing and Community
Development and the document has been available for public review and comment
for thirty (30) days prior to submittal to HUD, and public notice has been
given of proposed amendments to the Citizen Participation Plan |

The four federal grants included under the Consolidated Plan are considered to be quite stable long-term sources. Appropriation levels have been and are projected to remain relatively stable, but of course are subject to Congressional action. |
