Legislation Title:

 

AN ORDINANCE relating to City of Seattle positions of employment, abrogating each Department of Parks and Recreation position assigned to the Woodland Park Zoo that is vacant on or after December 31, 2002.

 

Summary of the Legislation:

 

The purpose of this legislation is to further the goal of transitioning City employees who work at the Zoo to employment by the Woodland Park Zoological Society (Zoological Society).  This legislation would sunset vacant positions when they are vacated by City employees and would prevent the City from re-filling these positions through bumping or transfer.  This legislation would not affect current City employees at the Zoo.

 

Background (Include justification for the legislation and funding history, if applicable):

 

This legislation furthers the City’s goal of transitioning City positions at the Zoo to Zoological Society management.  The legislation is also consistent with the Operations and Management Agreement that was adopted by the City Council (Ordinance 120697) and signed by the Parks Superintendent and the Director of the Woodland Park Zoo on March 1, 2002.  This agreement requires the Department and the Zoological Society to submit an Employee Transition Plan to the City Council by December 31, 2002.  The City Council’s decisions on the Employee Transition Plan are not expected until well into 2003.  The Transition Plan will contain some provision to sunset City positions at the Zoo, as they become vacant.  Without legislation to abrogate Zoo positions as they are vacated, other Parks and Recreation employees whose positions are eliminated in the City Budget would automatically fill vacant Zoo positions.  This legislation would eliminate this possibility.
