Legislation Title:  AN ORDINANCE relating to the Department of Parks and Recreation; abandoning the unexpended and unencumbered balances of certain appropriations made from the Emergency Subfund.

 

Summary of the Legislation:  The proposed ordinance abandons the unexpended and unencumbered balances in certain appropriations the Emergency Subfund totalling $154,836 and as a result from the closeout of the following CIP projects:

 

§         Project K73582-03 Gas Works Park – Remediation – Phase III in CIP Program K72582 – Gasworks Park Remediation ($30,695)

§         Project K732131 Queen Anne Greenbelt-Land Slide Repair in CIP Program K721003 – Interdepartmental Emergency Fund Projects ($40,728)

§         Project K732130 Magnolia Boulevard-Drainage Repair Project in CIP Program K721003 – Interdepartmental Emergency Fund Projects ($83,413)

 

Background (Include justification for the legislation and funding history, if applicable):

On October 9, 2000, the City Council passed Ordinance 120115, which authorized the Superintendent of the Department of Parks and Recreation to proceed with the environmental remediation of Gas Works Park as required by the Consent Decree filed in KCSC No. 99-2-52532-9SEA and to construct and maintain such further environmental improvements to Gas Works Park as may be deemed necessary by the Superintendent, all as part of or in addition to Capital Improvement Program K72582.  The ordinance also appropriated the sum of One Million Four Hundred Thousand Dollars ($1,400,000) from the Emergency Subfund to pay for the costs of the environmental remediation in Gas Works Park.  In May 2001, the remediation work at Gas Works Park was completed.  The closeout of Project K73582-03 Gas Works Park – Remediation – Phase III allows for the abandonment of unexpended and unencumbered emergency funds appropriated by Ordinance 120115. 

 

Ordinance 120180 appropriated the sum of Four Hundred Ninety-three Thousand Dollars ($493,000) from the Emergency Subfund to pay for emergency repairs to the roadway structure and retaining wall of the Southwest side of Magnolia Boulevard (Magnolia Boulevard-Drainage Repair Project) as part of Capital Improvement Program K721003.  Ordinance 120180 also appropriated the sum of Eight Hundred Forty Thousand Six Hundred Dollars ($840,600) from the Emergency Subfund to pay for emergency work on the west side of Aurora Avenue at approximately the 1700 and 1900 block (Queen Anne Greenbelt-Drainage Repair Project) as part of Capital Improvement Program K721003.

 

Ordinance 120436 appropriated the sum of Four Hundred Twenty-six Thousand Six Hundred Dollars ($426,600) to pay for increased costs of the emergency work on the west side of Aurora Avenue at approximately the 1700 and 1900 block.  The closeout of the emergency repair projects at Magnolia Boulevard and Aurora Avenue necessitates the abandonment of unexpended and unencumbered emergency funds appropriated by Ordinances 120180 and 120436.
