The Planning Commission was established in 1924 as an advisory body on urban planning issues. The Commission became formally recognized as a City department in the 1946 City Charter, and from 1948 to 1969 had its own budget and staff. The Commission was active in development of a comprehensive plan and new zoning code in the 1950s. Planning staff functions moved to the Department of Community Development in 1969. Since zoning review duties were removed from the Planning Commission in 1975, it continued an advisory role with staff support from various executive departments.
