The Laborers Apprenticeship Advisory Board set guidelines for the roles and responsibilities of apprenticeship commit
tees and was responsible for the successful operation of the apprenticeship program. Administrative guidelines were deri
ved from state
standards for all Washington State labor apprenticeship programs, but were individualized for Seattle City Light's speci
fic program. The board established minimum standards of education and skilled occupational experience required for appre
nticeships,
rotated apprentices in tasks to give them a complete education, recommended course outlines and instructors, investigate
d any violations of apprenticeship agreements, and evaluated apprentice progress.
