A RESOLUTION regarding a voter-proposed City Charter amendment changing the system of electing members of the Seattle City Council from the present at-large system to a system in which seven of nine City Councilmembers are elected by districts and two
from the City at-large; authorizing the City Clerk and the Executive Director of the Ethics and Elections Commission to take those actions necessary to enable the proposed City Charter amendment to appear on the November 5, 2013 ballot and the local
voters' pamphlet; requesting the King County Elections' Director to place the proposed City Charter amendment on the November 5, 2013 election ballot; and providing for the publication of such proposed amendment.
WHEREAS, proponents of a mixed district and at-large system for electing members of the Seattle City Council have submitted to the Office of the City Clerk a petition bearing a sufficient number of signatures to qualify the proposed City Charter
amendment filed in Clerk File 312741 ("Proposed Charter Amendment No. 19") for placement on the November 5, 2013 ballot; and
WHEREAS, Article XX, Section 2, of the City Charter specifies that it shall be the duty of the City Council to submit an amendment bearing a sufficient number of signatures to the voters of the City for their ratification or rejection at the next
general municipal election occurring at least sixty days after the filing of the petition; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:
Section 1. The City Clerk is authorized and directed to take those actions necessary to place Proposed Charter Amendment No. 19 filed in Clerk File 312741, a copy of which is attached as attachment A, before the voters at the November 5, 2013 election,
including but not limited to publishing the proposed City Charter amendment as provided by state law and the City Charter.
Section 2. The Executive Director of the Ethics and Elections Commission is authorized and requested to take those actions necessary to place information regarding Proposed Charter Amendment No. 19 in the November 5, 2013 voters' pamphlet.
Section 3. The Director of Elections of King County, Washington, as ex officio supervisor of elections, is requested to call for a special election and place Proposed Charter Amendment No. 19 on the November 5, 2013 ballot with the following ballot
title approved by the Seattle City Attorney:
City of Seattle Proposed Charter Amendment No. 19 concerns creating districts to elect seven of nine Seattle City Councilmembers.
This measure would require the election of seven City Councilmembers by district and two from the City atlarge. Residency must be established 120 days before candidate filing. Every decade a commission would redraw districts to bring the smallest
district's population within one percent of the largest. Councilmembers elected in 2013 and at-large councilmembers elected in 2015 serve 2-year terms. Thereafter, all councilmembers serve 4-year terms with district positions running together and
at-large positions two years later.
