WHEREAS, the City adopted Resolution 29006 on November 7, 1994, which directed the Mayor to continue to focus attention on the needs of Southeast Seattle and on implementation of the Southeast Seattle Action Plan by preparing and submitting an annual report and work plan of activities to be submitted concurrent with the Executive budget; and

WHEREAS, the City adopted Resolution 28951 on July 25, 1994 which recognized the Updated Southeast Seattle Action Plan, including South Atlantic Street Concept Plan recommendations, as representing the wishes of citizens of Southeast Seattle, and which directed the City to prepare a review of the Updated Southeast Seattle Action Plan recommendations for the annual report in addition to a 1995/1996 work plan and record of accomplishments; and

WHEREAS, at the Mayor's direction, representatives from the City departments have provided reports on their 1995 work plans in support of the Southeast Seattle Action Plan, these reports comprising the Fifth Annual City Response to the Southeast Seattle Action Plan; and

WHEREAS, the Mayor has reviewed the Fifth Annual City Response and recommends it to the City Council for adoption;

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:

I. The Fifth Annual City Response to the Southeast Seattle Action Plan is hereby adopted as the City's work plan for Southeast Seattle in 1996.

II. The City, under the direction of the Mayor, will continue to focus attention on the needs of Southeast Seattle and on implementation of the Southeast Seattle Action Plan through interdepartmental collaboration and giving priority to work in Southeast Seattle.

III. The City Council recognizes the importance of the goals and objectives described in the Southeast Seattle Action Plan and supports funding for implementation activities.

IV. The Department of Neighborhoods as lead agency in collaboration with City departments, under the direction of the Mayor, will continue to prepare annual City responses to the Southeast Seattle Action Plan through 1998. The annual reports shall represent a coordinated effort by all relevant departments and shall include the following information:

A. A description of previous fiscal year and current year-todate accomplishments related to the implementation of the Updated Southeast Seattle Action Plan; and

B. a description of proposed activities for the following two fiscal years (in coordination with the biennial budget) related to the implementation of the Southeast Seattle Action Plan. Annual reports prepared during off budget years shall reflect proposed activities as refined or carried over from the previous year's budget process; and

C. a description of outreach and coordination activities by City departments to seek input from Southeast Seattle community organizations in setting departmental priorities and budget relating to Southeast Seattle; and

D. where applicable, information on other City projects and programs which impact Southeast Seattle and new initiatives for work in Southeast Seattle related to the vision, goals, and recommendations of the Updated Southeast Seattle Action Plan.

V. The vision, goals, and objectives of the Updated Southeast Seattle Action Plan shall be given substantial priority and weight by the City both in the development of any subarea or neighborhood planning undertaken for this area of the city, and in the formulation and implementation of citywide policies or plans including the City's Comprehensive Plan.

CITY OF SEATTLE FIFTH ANNUAL RESPONSE TO THE SOUTHEAST SEATTLE ACTION PLAN

BACKGROUND

This is the fifth consecutive year that the City has prepared a report to the community on progress it has made toward implementing the Southeast Seattle Action Plan. The Plan, initially completed in 1991, was updated in 1994 to include a revised vision statement and an additional twenty recommendations. The Updated Plan was recognized by the City Council in Resolution 28951 (included in the Appendix).

The purpose of the Annual Response remains the same as in previous years: To demonstrate the commitment the City has made to ensure that Southeast Seattle is a priority for City funding and activities, and to renew that commitment in a work program for the coming year. The work program was based on recommendations from the Updated Plan, reflecting the concerns and needs that are most current in the community. The 1995 Annual Response describes both accomplishments and future work items. Since the City is in the middle of a biennial budget year, the 1995 Annual Response describes proposed work items for Southeast Seattle for the remaining year of the 1995/1996 budget cycle. The work program is organized by department, with descriptions of ongoing activities, new initiatives, and collaborative projects each department is doing with other departments or agencies. Accomplishments for 1995 are listed in matrix form.

The City Response gives City departments and the public an opportunity to review, in one document, the breadth of work being done in Southeast Seattle. It also provides a way to measure the progress that has been made toward addressing Southeast Seattle Action Plan vision, goals, and objectives. Lastly, it describes the City's commitment for similar and additional work in 1995/1996 through a specific work program targeted to Southeast Seattle. Excerpts from the Updated Southeast Seattle Action Plan including the vision statement, goals, objectives, and recommendations are contained at the end of this report as reference materials.

1995-1996 CITY WORK PROGRAM

Presented below are work items for 1995/1996 which address actions called for in the Updated Southeast Seattle Action Plan. The work program reflects ongoing programs and projects as well as new initiatives, and is organized by department.

Seattle Arts Commission

Ongoing activities planned/proposed for 1995/1996 include:

Funding SESAC for a series of summer jazz concerts in Seward Park.

Providing funding to 22 community arts project through the Arts Commission Arts Support Program.

Providing support to two public art projects in Southeast Seattle through the Arts Commission Public Art Program.

New activities include:

Invited SESAC to participate in the first of a series of neighborhood arts council planning meetings, informing arts councils of City planning efforts including updates on the Cultural Resources element of the City's Comprehensive Plan, the Arts Commission's strategic plan, and neighborhood planning.

City Light

Ongoing activities planned/proposed for 1995/1996 include:

The Utility met numerous times with the Southeast Seattle Crime Prevention Council and the Willow Street Coalition regarding the installation of streetlights in Southeast Seattle. Much more lighting will be installed throughout neighborhoods in Southeast Seattle as a crime prevention measure. The Utility worked with the community to identify the highest priority areas where installations will be scheduled first. In addition to increased lighting in the neighborhoods, the Utility is responding to the community's request for a light on every pole on Rainier Avenue and on one or two blocks on either side of Rainier Avenue between Othello to Cloverdale. Preliminary engineering field work has been completed and installations will begin in August of 1995. All installations will be complete by mid-1996. Approximately 1,200 streetlights are planned to be installed.

In consultation with the Community Police Team, City Light has worked with the business adjacent to a de-energized substation in Columbia City to solve a recurring problem of loitering, drugdealing, and unruly behavior. City Light is trimming trees and removing vegetation so that the property can be fenced off and made inaccessible to the public. The fence will be installed by the end of August 1995.

New activities proposed include:

The Utility will continue to work with the community and be responsive to community needs. The major project in 1996 is the installation of streetlights as described above.

Collaborative efforts with City departments, public agencies, and others include:

The Utility will continue to work collaboratively with the Engineering Department and Police Department on requests that are made throughout the year.

Department of Construction and Land Use

Ongoing activities planned/proposed for 1995/1996 include:

Continued priority permitting for projects within SESRA boundaries.

Collaborative efforts with City departments, public agencies, and others include:

At the community's request and initiative, the Department of Construction and Land Use and the Department of Neighborhoods could assist the community in developing and conducting an educational program on code enforcement with funding through the Neighborhood Matching Fund.

Office of Economic Development

Ongoing activities planned/proposed for 1995/1996 include:

Continued funding support for the Good Neighbor program for facade improvements to commercial buildings in Southeast Seattle. Although SEED has projected that the Good Neighbor Fund will be depleted in 1996, OED will work to provide continued funding for the Fund, especially in conjunction with "Mainstreet" efforts in Columbia City and Holly Park.

Continue to support SEED as the community development advocate for Southeast Seattle and continue to fund the capital improvement program run by SEED.

New activities proposed include:

Support efforts to fund full-time staff and professional consulting needs of the "Mainstreet" business development process in Columbia City.

OED will also work to expand the types of financial and technical assistance resources available to small businesses in Rainier Valley, through use of EDA funds, the State Program for Women and Minority-Owned Businesses and the City's existing Economic Development Loan Fund

OED will continue to support the Distressed Communities Coalition, of which SEED is a member, and its continued involvement in the review of City policies and plans affecting the Rainier Valley and with the development of the Seattle Partnership for Community Development.

Seattle Engineering Department

Ongoing activities planned/proposed for 1995/1996 include:

Continue to seek funding for street improvement projects identified in the original Southeast Seattle Action Plan and for other projects that would benefit Southeast Seattle.

We are aware of the tremendous demand city-wide for resurfacing, curbs, gutters, and sidewalks on residential streets. We will keep the locations identified in the Plan on our unfounded needs list and explore alternative funding sources for those projects.

We will continue to look for opportunities to address street improvement needs and include street lighting improvements in Seattle Engineering Department projects wherever possible.

We will continue to look for ways to make pedestrian system improvements through ongoing programs and capital projects.

Maintain a regular schedule of street sweeping and respond, as resources allow, to requests to address specific maintenance needs.

We will continue support to community and business groups to prevent and remove graffiti, litter, and illegal dumping in Southeast Seattle.

We recognize and will continue to take into account the potential economic benefits of street vacation proposals in the SESRA area.

Phase V of the Beacon Avenue median project (Spokane to Alaska Streets) is currently in preliminary engineering. Seattle Engineering Department is committed to working in collaboration with the community to develop the project layout. The design will be completed in 1996.

New activities proposed include:

Maximize opportunities to address Southeast needs in conjunction with implementation of the Comprehensive Plan to the extent that Southeast Action Plan and Comprehensive Plan policies are compatible.

Access improvements to/from I-5 at the Boeing Access Road including a slip ramp connection installation of a signal is currently in preliminary engineering. We are conducting Air Quality analysis and an access study related to I-5.

Project to improve the signal system along the entire length of Rainier Avenue South including new controllers and cabinets, signals at some intersections, enhanced pedestrian lighting at bus stop locations, street trees, curb ramps, sidewalk repair/reconstruction, and street widening and resurfacing is currently being advertised. It will shortly be under construction.

Project design to add traffic signal, turn lanes, and curb bulbs to South Genesee Street has been completed and will advertise for construction in early August. In concert with the community, the design has been modified to delete the new traffic signal and add additional resurfacing of the roadway.

Project to improve Renton Avenue South between Holden and 51st with signals, repaving, landscaping, and drainage, and upgrade the signals on Martin Luther King Jr., Way is now under construction.

Collaborative efforts with City departments, public agencies, and others include:

Work with the Parks Department to continue addressing issues related to the new Rainier Recreation Center. Some of the specific concerns, such as, parking controls, traffic controls, and curb ramps can be addressed through existing programs, while other issues will require new funding sources.

Work with the community and Department of Neighborhoods on revised street vacation policies.

Work with the community to identify viable project ideas to be funded through the Department of Neighborhoods' Neighborhood Street Utility process.

Work with seven active Adopt-A-Street groups and continue recruitment of more groups.

Department of Housing and Human Services

Maintenance of current service levels for those affordable housing and human services funded with federal dollars contingent upon availability of federal funding in 1996.

Ongoing activities planned/proposed for 1995/1996 include:

The Seattle Conservation Corps will continue to do neighborhood clean-ups, including individualized cleanup assistance for elderly and disabled persons.

After successful submittal of the Enterprise Community Designation proposal, will work with the Office of Economic Development to implement the goals of the program.

Continue to work on improving home owner housing rehabilitation services through the successful merger of the City's Emergency Code Repair Program with Central Area Public Development Authority (CAPDA) and Seattle Housing Authority Neighborhood Rehabilitation programs into the new REACH program.

Consolidation of Minor Home Repair programs into one program accomplished in 1994; continue to work with sole contractor to improve services.

Approximately the same level of weatherization services was provided in 1994-95; services in 1996 contingent upon federal actions related to budgets for weatherization programs.

Continue to support HomeSight's home ownership activities for first-time home buyers.

Continue to require management plans and capital budgets for its multi-family projects.

Continue to support housing policies recommendations in the HUD Consolidated Plan and, once approved, implement special objectives area (SOA) policy recommendations for Southeast Seattle. Complete rehabilitation of Villa Park Town Homes (43 units) as part of the Multi-family Rehabilitation program.

Continue to provide current level of services for a variety of programs targeted to families, youth, and special needs populations (see Implementation matrix for details).

Community Notification and Good Neighbor process and guidelines which were developed in 1993 will be reviewed in 1995.

Mapping capabilities for subsidized housing established; however, issues related to siting and notification policies for human services programs still requires in depth discussion among people from DHHS and other departments before any decisions are made.

New activities proposed include:

Database system for weatherization clients to be completed in 1996.

Continue to assist with purchase and redevelopment of Seward Park Estates.

African American Elders Project to mobilize community to develop three planning documents which address: (1) access to services, (2) residential care, (3) health promotion and disease prevention.

Collaborative efforts with City departments, public agencies, and others include:

Provide technical assistance to neighborhood planning efforts for Southeast Seattle and participate in interdepartmental team.

Continue to work with the Seattle School District on developing an after school arts program for middle school students through partnerships with community arts organizations and middle schools. Southeast partnerships include: 1) Southeast Seattle Arts Council, Cleveland High School Foundry, Mercer Middle School and the Sharples Bilingual Orientation Center and 2) Random Motion and South Shore Middle School.

Continue to develop an environmental education program at Seward Park with the Parks Department and the City's Environmental Education Committee.

Following successful submittal of Enterprise Community Designation proposal in 1994, continue to work with OED as Enterprise Community Designation goals are implemented.

Seattle Public Library

Ongoing activities planned/proposed for 1995/1996 include:

The Columbia and Rainier Beach Libraries continue to serve as a Homework Center with added funding for materials, staff, and equipment that aid homework.

Continued participation from Rainier Beach and Holly Park library staff in Holly Park redevelopment project/Hope IV funding.

The Columbia Branch and Rainier Beach Branch have been identified as locations for expanded ESL collections, foreign language materials, and job search information.

New activities proposed include:

The Columbia Branch and Rainier Beach Branch will participate in the Student Assistant Program of the Seattle Public Library, an internship program which readies students for entry into library occupations and the world of employment by providing up to twelve hours of work per week with ongoing training and mentoring.

Collaborative efforts with City departments, public agencies, and others include:

The Rainier Beach Library and Parks Department jointly offer an after school homework program for school-age children called the Kay Project where children visit the library several days a week to do homework, find materials, and use computers.

Office of Management and Planning

Ongoing Activities

New staff liaison for Southeast planning issues established in the Neighborhood Planning Office (NPO).

New Activities

The Human Development element of the Comprehensive Plan will be incorporated as a 1995 amendment to the Plan.

Collaborative efforts

Follow-up on AIA gift with a Jefferson Park workshop including Parks, Water, Engineering, and Beacon Hill community.

Holly Park identified as potential transit station as result of work with RTA.

Street Vacation policies will be included by reference in the Neighborhood Planning Toolbox.

City Interdepartmental Team for Holly Park Redevelopment led by OMP.

Department of Neighborhoods

Ongoing activities planned/proposed for 1995/1996 include:

Continue to market the Neighborhood Matching Fund in Southeast Seattle with a particular emphasis on supporting applications which address needs identified in the Action Plan.

Report positive information about Southeast neighborhood activities and accomplishments in City documents including the Mayor's Weekly, monthly narrative, and briefing papers provided to the Mayor, City Council, and other City staff.

Continue to assist the Rainier Chamber Public Projects Committee with fundraising and development of the Rainier Valley Cultural Center.

Continue preparing the City's Annual Response to the Southeast Seattle Action Plan including outreach to community groups, coordination of the City's work program, and preparation of a Resolution to the City Council.

Continue to provide collection services, human service referrals, and community networking and problem solving through the Southeast Neighborhood Service Center.

Continue working with community members, including youth, toward the reuse of the old Colman School and development of an AfricanAmerican Heritage Museum and Cultural Center. This includes completing the property transfer of the school from the Seattle School District, securing museum funding from city, county, and state sources, creating a five-year strategic plan for capital finance and operations, and assisting the Museum Board in conducting a membership and fundraising drive.

New activities proposed include:

Initiate and staff a citizen-based revitalization effort for Columbia City, focusing on both shortterm and long-term aesthetic improvements, marketing of the business district, community organizing, and grantwriting for project resources.

Provide assistance to Southeast neighborhoods in beginning neighborhood planning projects, as needed.

Begin to develop guidelines for minimum maintenance of properties within the Columbia City Special Review District.

Collaborative efforts with City departments, public agencies, and others include:

Coordinating with Seattle Engineering Department to implement a grants program for Street Utility Funds including program goals and award criteria, marketing of program within neighborhoods, providing technical support to applicants, and processing awards.

Neighborhood Planning Office

Seattle's Neighborhood Planning Office (NPO), which opened its doors in January of 1995, was established by the Mayor and City Council following adoption of the City's Comprehensive Plan. NPO's primary charge is to assist communities in developing broad-based neighborhood plans that relate to the community's physical environment (buildings, streets, parks and trees) and address issues affecting the way people live together (arts, recreation, safety). The neighborhood planning program offers resources to communities to develop neighborhood plans that recognize local strengths and priorities while building upon past planning efforts. Urban Villages, Urban Centers, Manufacturing and Industrial Areas and distressed areas are priorities for neighborhood planning resources because they are the areas expected to experience the City's greatest change over the next 20 years. Southeast has five areas recognized as urban villages; they are:

Rainier Beach

M.L. King, Jr. Way S at S Holly Street

Columbia City/Hillman City

(North) Beacon Hill

Rainier Avenue at Interstate 90

Ongoing activities planned/proposed for 1995/1996 include:

Work with the community to develop neighborhood plans in Southeast Seattle that continue implementation of the Southeast Action Plan and provide refinement to the City's Comprehensive Plan.

Provide a Southeast project manager to guide the community through the neighborhood planning process and to monitor and evaluate progress.

Offer technical and financial resources to the Southeast community.

Develop outreach tools that will assist Southeast with the neighborhood planning process.

Provide community profile information, such as maps and other demographic data, so the Southeast community can see the existing conditions and assets in their area.

Offer the Southeast community useful guidelines for understanding the neighborhood planning process.

New activities proposed include:

Sponsor community information meetings about the neighborhood planning project.

Help Southeast communities begin the Phase l process of neighborhood planning (organizing and outreach). Phase I is dedicated to outreach to key stakeholders in the community in order to develop a community vision and identify issues, assets and priorities in the community.

Help Southeast communities begin the Phase II process of neighborhood planning (Planning Process). This process focuses on planning for those issues of highest priority to the community with the end result being validated neighborhood plans.

Collaborative efforts with City departments, public agencies, and others include:

Assemble City staff to serve as resources to the Southeast community during the neighborhood planning process and provide information on issues that the community identifies.

Establish neighborhood planning inter-departmental teams that are geographically focused.

Station a project manger at the Southeast Neighborhood Service Center a minimum of two days a week to be accessible to the community.

Work closely with the Department of Neighborhoods and other City departments with the objective of providing seamless government to citizens.

Work as a liaison between other City Departments and the Southeast community.

Participate on the Holly Park Interdepartmental Team

Department of Parks and Recreation

Again, as in 1993, recreation programs are among some of this Department's most successful accomplishments. Teen programming continues to be very successful and has expanded to additional facilities. Additional programs, such as Project Hangtime, have also been developed. The Department of Parks and Recreation will continue to address issues in the Action Plan via the various aspects of parks and recreation maintenance and development.

Ongoing activities planned/proposed for 1995/1996 include:

Continued improvements at Seward Park including a SPIF project to enhance the southeast shoreline and adjoining parking lot, the formation of a "Friends of Seward Park" group, and additional trail work and desired Americans With Disabilities Act (ADA) improvements.

Continued work on the Rainier Community Center; site selection is complete and design work is scheduled to begin soon.

Continued close coordination with Seafair to minimize impacts from the Seafair hydroplane races. Beginning in 1995, Seafair has agreed to drastically reduce parking within Genesee Park, to continue reducing damage to park facilities such as turf and trees, and to reduce garbage associated with the event.

New activities proposed include:

Potential expansion of the Kids Place Program at Cooper School, Together for Teens Program, Hangtime Project and Late Nite Program, and staff for graffiti removal.

Collaborative efforts with City departments, public agencies, and others include:

The Adopt-a-Park Program works with a variety of public agencies, private sector/corporate entities, etc., to seek grants, matching funds and donations for park projects. The program currently is working with Franklin High School water quality classes, King County Soil Conservation District, Adopt-a-Stream and the Beacon Hill Elementary School and neighbors to restore Taylor Creek and the salmon run.

South Division staff have been meeting with fisheries people to investigate the potential for re-establishing fish in the stream with runs through Dead Horse Canyon. The opportunities look very promising and funds may be available to begin some restorative work soon pending appropriate public process.

Rainier Community Center will be providing children's activities and supervision during the monthly Health and Nutrition Project (Neighborhood House) community dinners at Hawthorne Elementary School.

Rainier Beach Community Center will be providing the home base and program direction for the University of Washington School of Nursing's college internship program.

Jefferson Community Center will be working with the Seattle Chinese Athletic Association to ensure that approximately 150 Chinese American youth have the opportunity to play organized basketball.

Rainier Beach Pool, Rainier Beach Community Center, and Van Asselt Community Center will be continuing efforts to facilitate access to Department programs for approximately 200 youth enrolled in the Touchstones organization, an entity which serves primarily Southeast Asian and Pacific Islander populations.

Continuing to team up with the Police Department to provide onsite security, year round, at the weekly Late Night Recreation Programs at Rainier Beach Community Center, Rainier Community Center, and Asa Mercer Middle School.

Rainier Beach Community Center and the Rainier Beach Library will be continuing to facilitate supervised homework for thirty children on a daily basis during the school year as part of the "Key Project" (homework assistance program).

Jefferson Community Center will be continuing to work with the Beacon Hill Chamber of Commerce to stage the annual Beacon Hill Community Festival at Jefferson Community Center in the fall.

Rainier Community Center and the Rainier Advisory Council and various corporations will collaborate to further develop the Center's Project Compute Program which utilizes up to 100 volunteers per year to teach Rainier Valley youth how to use computers and various computer applications.

Jefferson Community Center and Rainier Beach Community Center will be continuing to work with Asa Mercer Middle School and South Shore Middle School, respectively, to operate the Families and Education Levy-funded After-School Activities Program.

Police Department

The Seattle Police Department plans to continue the successful programs and extensive communications with the community and business groups throughout the area in 1995 and 1996. New programs are expected to be limited by the constraints on citywide budget growth. However, all grant-funded programs, including the use of Community Police Teams in the Garden Communities and the assistance provided by Refugee Women's Alliance, will be continued as funded. Additional grant funds authorized in mid-1995 will allow the Crime Prevention Division to place staff in the garden communities and high-rises to develop crime prevention programs specifically targeted for each community's unique needs. Additional sources of grant funds will be used as they become available.

Ongoing activities planned/proposed for 1995/1996 include:

Continue to provide an ongoing police presence throughout the Rainier Valley, especially during late evening and early morning hours in residential areas, commercial areas, parks, and at community festivals.

Continue to deploy bicycle and foot patrols in Rainier Valley. The bicycle patrol covering Genesee to Hillman City will be continued and will also cover the parks located within the area during periods of high use.

Increase involvement in ongoing community-based police programs, and support efforts to build positive relationships with area youth (through all south district personnel in addition to the Community Police Teams).

Continue to develop and enforce citywide measures to reduce the number of illegal guns in the community and illegal possession of guns, and regulate any illegal buying and selling of guns more effectively through the Anti-Crime Team patrols, emphasis programs aimed at high-risk individuals, and through a close working relationship with the Gang Section.

Continue to work on improving safety for pedestrians crossing busy arterials throughout Southeast Seattle to reach schools, libraries, parks, businesses, and transit by patrolling streets for traffic safety violations (pedestrian and vehicular). Community Police Team officers will continue to explain traffic and safety concerns to members of the community with an emphasis on new, non-English speaking/reading members and Garden Community members.

Continue to use the Mobile Precinct in the Columbia City/Hillman City areas.

Continued emphasis of graffiti removal and the prevention/reduction of youth and gang related violence.

Continued work with the Block Watch program and fielding of officers in the Garden Communities.

New activities proposed include:

Development of a program to emphasize interdiction of gun-related violence, especially among juveniles and those through the age of twenty.

A possible Police Explorer Post at the South Precinct where officers would recruit at-risk youth to participate in the Explorer Program through the Community Police Teams.

Implementation of the Comprehensive Communities public safety grant from the US Department of Justice.

Implement crime prevention programs specifically targeted for the Garden Communities and high rise facilities through a federal grant from the Seattle Housing Authority.

Collaborative efforts with City departments, public agencies, and others include:

Work with Seattle Engineering Department and Neighborhoods to develop neighborhood traffic plans addressing specific crimes and public safety issues.

Continued work with Parks and Engineering Departments when security and lighting issues in parks, public facilities, bus stops, parking lots, streets, and alleyways are identified. Patrol officers will continue to look for and report any such problems.

Coordinate with City Light and/or Seattle Engineering Department to improve security lighting near schools, parks, libraries, public facilities, bus stops, parking lots, and in alleys.

Vision Statement

By the year 2000, we see the following characteristics for the Rainier Valley:

It is a clean, attractive community where litter is picked up and both public and private property is well maintained. There are no boarded or vacant buildings, abandoned cars or trashy lots. Street trees, landscaping and attractive storefronts enhance the arterials.

All neighborhoods are stable, safe and secure. Drug dealing and street violence are no longer a concern. People feel safe at bus stops, walking to the store, in the parks and in their homes.

Commercial areas are interesting and attractive. Retail activity and comparison shopping flourish and there are a variety of good restaurants, personal services, and entertainment opportunities. There are small-scale malls so residents no longer need to travel miles to buy clothes, records, books, gifts, or go to a movie. Entertainment facilities, such as, an ice skating rink, racquet ball court, children's theater, or indoor soccer field draw people from throughout the city.

Seattle and the Southeast communities take pride in the ethnic and economic diversity of the Rainier Valley. Its history and the contributions that the rich mix of cultures have made to its unique character are celebrated. People from throughout the region come here to visit museums, restaurants, and festivals.

The stable residential neighborhoods have been strengthened and are places where people choose to stay and raise families. Blighted areas are now neighborhoods with pride where properties are maintained and there is affordable housing for first time home buyers. The Southeast community has its proportional share of low-income housing and social services, but public policy has been successful in scattering these uses throughout the region. The new multifamily housing that has been built in transition zones between commercial and residential is of good quality and compatible with surrounding neighborhoods. Existing multifamily housing is well maintained and managed.

Southeast Seattle is a place where children grow up knowing they will have opportunities to be employed and be an important part of the community. There are strong schools and family support systems, such as day care, in Southeast Seattle. The schools take an active role in the community and provide meeting and recreational space as well as evening classes.

Recreational and cultural opportunities abound. Lake Washington's shoreline is pristinely maintained and there are community swimming areas, canoeing opportunities, and picnic facilities. Kubota Gardens is a valuable resources used by people of all ages. Seward Park is well maintained and equipped, and staffed with park naturalists. A new Rainier Recreation Center is open with equipment and programs designed in cooperation with area families and youth. Well advertised art, drama, and dance programs are provided as well as a complete athletic program. There are new and well maintained basketball courts, batting cages, mini golf courses, and soccer fields at parks throughout Southeast Seattle.

Reinvestment in the area is apparent and continues. New retail developments elating developers are fighting to give Southeast what it wants elating have brought in new goods, services and jobs. Improved mass transit also provides easy and fast access to the high tech jobs on the eastside and throughout the region. There is now bus service that links Martin Luther King Jr., Way with I-90 and provides fast service to Downtown, the University District and northend.

To reach this vision in the next ten to twenty years, we need to do some things now. The Southeast Action Plan lists those programs, policies, and actions that can be undertaken next year to start building this future. It also provides a framework for continued community planning and other activities to renew the area.

Overall Objectives

Develop an Action Plan for the Rainier Valley that recommends strategies and actions to:

1. Improve the quality of life for the residents.

2. Improve the physical condition and overall image of the area.

3. Encourage reinvestment in commercial areas and in housing.

4. Capture the benefits of strong, regional economic growth to promote diverse employment opportunities for area residents, but control the impacts of new development in existing neighborhoods.

Goals

Public Safety:

Reduce the fear of crime.

Reduce the amount of crime in the area.

Assure that residents have their lives, property, and human rights protected.

Image:

Improve the physical condition of housing, businesses, streets, and parks to strengthen the image that communities care about the Rainier Valley.

Commercial/Economic Development:

Encourage retail and non-retail centers rather than continuation of strip commercial development.

Strengthen existing commercial, retail, and service businesses.

Support new development of retail and service businesses, particularly on land that is vacant or under-utilized, by providing needed infrastructure, policies, and programs to stimulate appropriate development.

Develop a variety of employment opportunities, including employment that offers useful on-the-job training for youth and professional employment offering "family wage" jobs with fringe benefits.

Develop a strategy that will foster new business formation that responds to both local and regional market demand. Include coordinated and effective technical assistance with site acquisition, design and permitting, marketing research and promotion, and provision of needed services and access to recreation.

Increase the coordination and cooperation among facilities serving the recreational and entertainment needs of the community, including libraries, schools, community organizations, and park and recreation facilities.

Improve the quality and availability of parks and recreational facilities in Southeast Seattle.

Design facilities and programs that respond to the economic and ethnic diversity of Southeast Seattle's population.

Housing:

Improve the condition of existing housing.

Establish programs that encourage and support owner occupancy of housing, reduces displacement of existing households, and encourages replacement of unsound structures.

Reinforce the livability of residential areas by reducing nuisances and code violations.

Identify programs to improve the quality of affordable rental housing.

Encourage new townhouse and ground-related housing development in existing high density zones.

Recommendations

Neighborhood Capital Improvements

1. Continue to aggressively seek funding for street improvement projects identified in the Southeast Seattle Action Plan, and through this update.

2. Explore other funding sources and/or mechanisms or reallocate existing funds to provide residential street improvements, including resurfacing, curbs, gutters, and sidewalks, for streets identified in the Action Plan. New funding sources may include: increased revenues available through the new real-estate excise tax, vehicle registration fees, commercial parking tax, or street utility tax.

3. Continue targeting infrastructure expenditures to Southeast Seattle, both inside and outside of proposed urban village areas.

Public Safety

4. Increase ongoing police presence throughout the Rainier Valley, especially during late evening and early morning hours. Continue strong coverage in residential areas, in commercial areas, and in the parks, and at community festivals.

a. Increase foot and, especially, bicycle patrols in Rainier Beach, commercial areas near Franklin High School, and at Martin Luther King, Jr. Way/Othello, and Rainier/Orcas as has recently been done in Columbia/Hillman City and Rainier/Genesee.

b. Further investigate the development of a police/satellite precinct in Columbia City, Hillman City or Genesee, as well as the eventual exclusive use of the existing South Precinct for Southeast Seattle as a long-range goal.

5. Continue to increase resources for ongoing community-based police programs and support efforts to build positive relationships with area youth.

6. Continue to develop and enforce citywide measures to reduce the number of guns in the community and regulate the buying and selling of guns more effectively.

7. Work with individual Southeast neighborhoods to develop additional neighborhood traffic plans to address specific crime and public safety issues.

8. Continue efforts to improve security lighting near schools, parks, libraries, public facilities, bus stops, parking lots, and in alleys, whether as part of City Light demonstration projects, part of Engineering Department street improvements, or other programs.

9. Improve safety for pedestrians crossing busy arterials throughout Southeast Seattle to reach schools, libraries, parks, businesses, and transit.

10. Work with Metro to Strengthen Metro's "Bus Watch" program and increase security patrols.

11. Develop and implement a variety of programs to clean up Southeast Seattle on a regular basis.

a. Continue to conduct monthly clean-up campaigns of public property throughout Rainier Valley. Arterials should be maintained and swept weekly, and public parks and facilities should be maintained to high standards.

b. Conduct pro-active code enforcement for the exterior maintenance of property in Southeast Seattle in addition to complaint-driven enforcement. Survey the area regularly for violations, cite properties, and aggressively pursue compliance with the code. Explore other means of reducing violations.

c. Coordinate with Metro to regularly clean bus shelters, bus stops and the surrounding area.

12. Increase funding for the "Good Neighbor Fund," which provides matching grants to reimburse owners for materials used in facade improvements in the Rainier Valley business districts.

13. Develop guidelines for minimum maintenance standards for historic properties within the Columbia City Landmark District. Protect and preserve historic buildings and sites within Columbia City and other parts of Southeast Seattle. Seek methods of assisting owners in financing compliance with standards.

14. Work with the media to advertise successful Southeast programs and projects. Positive information needs to be promoted within the City bureaucracy, within the community, and throughout the city and region to dispel myths and negative impressions about Southeast Seattle.

Recreation, Cultural, Health, and Educational Facilities

15. Work with the community to develop a twenty-year plan for public and private development and coordinated use of a full range of recreation, cultural, entertainment, health, and educational facilities.

Inventory and catalogue all space available to the public in Southeast Seattle, including schools, churches, libraries, health clinics, arts/cultural venues, and other facilities. Document the types of programs, classes, services, and activities currently available. Use this information to coordinate existing programs and activities now, and to develop the long-range plan for programs and/or opportunities that address the needs of Southeast's diverse population.

16. Expand subsidies for students and low-income residents for classes and activities at the Mt. Baker Rowing and Sailing Center, the Tennis Center, Seward Park Art Studio, and other classes. Expand the services at the Rowing and Sailing Center to include rental of small water craft for the general public.

17. Complete design and development of the new Rainier Recreation Center with two gymnasiums at the 38th Avenue South site by summer 1994. Begin construction in the fall of 1994, so the center can be completed in 1995. Implement appropriate measures to mitigate adverse impacts on the surrounding neighborhood.

18. Implement the recommendations of the Parks Department Comprehensive Plan with the inclusion of a community involvement component during design development for each project. The community supports all recommendations in the Parks' Plan, and gives priority to the first six items listed below. The last two items should be added by various community groups as projects for implementation during the next three years.

Redevelop play areas at: Othello, Hutchinson (Emerson), and Lakewood Park.

Beer Sheva Park and Atlantic City boat ramp (recommendations include: restore ballfield; cover barbecue area; upgrade tennis court or convert to basketball; add picnic tables and horse shoe courts).

Develop children's spray feature at Othello.

Conversion of Field #2 of Genesee and area between the field and the street to an all-weather surface.

Development of a swimming pool to serve North Beacon Hill and Rainier Valley.

Redesign Rainier Beach Community Center.

Develop an all-weather track at Rainier Beach High School.

Kubota Gardens.

Genesee Park elating improve play areas both north and south of Genesee Avenue, and provide additional picnic facilities.

19. Make short-term improvements to Seward Park, such as play area improvements to the upper and lower park. Proceed with a master plan that includes on-going use of the fish hatchery and development of a naturalist program. Work with the School District to initiate use of the park now for nature walks and biology classes. Continue youth conservation program in the Park.

20. Work with Seafair to minimize neighborhood and park impacts from the annual hydroplane races, including mitigation of unavoidable adverse impacts.

21. Conduct a master plan process with broad community participation for Beer Sheva Park, including the Atlantic City boat ramp, and for Pritchard Beach, including the nursery. Move forward with improvements to the Pritchard Beach bath house.

22. The City and Seattle School District #1 should enter formal, joint operating agreements to maximize the use and community access to education and recreation facilities. These agreements should include a commitment to maintain the property, including cleaning up litter.

23. Work with the Seattle School District and PTAs to identify means of providing resources for student dances and other social events at Southeast high schools and middle schools.

24. Provide support for the development of a variety of venues for visual and performing arts and cultural activities, including support for a Rainier Valley Cultural Center in Columbia City. Assist sponsoring organizations in securing funds to subsidize programs at the center.

25. Expand services at the Columbia City Library while taking care to preserve the existing building's architectural and historical attributes, as well as the quality of the open space around it. Involve the community in development of a program for expanded services, and in review of schematic design for any renovation or new library.

26. Extend the hours that Southeast libraries (Columbia, Rainier Beach, and Holly Park) are open and expand library services for non-English speaking residents with collections that reflect the cultural diversity of Southeast Seattle.

27. Continue support for public art projects in Southeast Seattle in association with both public and private capital improvement projects. Develop three to five additional murals or other public art projects on sites identified through the 1991 Southeast Beautification Program. King County should continue the support that Metro has given to public arts projects in the Rainier Valley.

28. Continue support to the Rainier Park Medical Clinic and Columbia Health Clinic, two public facilities that serve the health needs of Southeast Seattle residents, and document the health needs of the Southeast Seattle population to ensure that those needs are addressed through the services provided at these clinics. Ensure the availability of interpreters for non-English speaking populations.

Land Use, Housing and Economic Development

29. Assure that the capital spending policies developed to implement the City's Comprehensive Plan reflect and support implementation of the community economic development strategy in the Southeast Seattle Action Plan.

30. Work with Metro to improve current public transit access to employment centers, and cultural, educational, and health care facilities throughout the region for Southeast residents. Improve east-west connections and reduce travel time to employment centers outside of downtown. King County/Metro should simulate the improved service promised by its Rapid Transit Project System now, using buses.

31. Work with the community to build corporate responsibility among Rainier Valley business owners to maintain their property, participate in the civic life of the community, and add job opportunities for local residents. Identify incentives and/or requirements to stimulate community reinvestment and to build stronger commercial areas within Southeast Seattle.

32. Seek special state or federal economic designations, that include the Southeast Seattle Action Plan emphasis area, to provide a policy framework to enable the coordination and focus of private and public sector reinvestment activity.

33. Modify the City's street vacation guidelines to facilitate redevelopment of commercial areas in appropriate areas of the Rainier Valley.

34. Continue support of merchants associations and the Rainier Chamber of Commerce. Provide assistance and support to the organization of additional Rainier Valley business communities to stimulate economic development, improve the appearance of business districts, and improve public safety conditions. Help communities conduct market surveys that will assist in attracting and retaining retail and personal service businesses to existing business districts. Assist business associations in obtaining funds to purchase, design and display flags or banners to advertise business districts.

35. The Mayor and City Council should take a leadership role, working closely with the community, top management of lending institutions, major corporations, and private philanthropic foundations, in developing a set of tools, resources, and dedicated institutional capacities to address documented community development and reinvestment finance needs.

36. The City, Seattle Housing Authority, HUD and King County must work with the community to assure beneficial redevelopment of both Rainier Vista and Holly Park. Redevelopment of both housing projects should be done within the context of the larger community and include opportunities for mixed-income housing and supporting retail services.

37. Develop additional programs to increase job opportunities for Southeast youth, such as apprenticeships with both local and regional employers; skills development for young entrepreneurs; vocational training programs; and increased partnership with local businesses. Explore the possibility of siting a satellite campus of one of the state universities or community colleges to provide professional and vocational training in Southeast Seattle.

38. Support implementation of the South Atlantic Concept Plan recommendations as revised by the South Atlantic Street Community Association in the fall of 1993.

Housing/Human Services

39. Establish a formal process for community notification and impact evaluation prior to the siting of all social services in Southeast Seattle, whether publicly or privately funded.

40. Develop an inventory, including a map of public and private social service facilities, including residential facilities as possible, in Southeast Seattle. The inventory should specify the location of facilities, populations served, and indicate which agencies serve local residents.

41. Encourage rehabilitation of existing single and multi-family structures with priority for expanded home ownership and/or resident management opportunities for residents of Southeast Seattle.

42. Expand home ownership opportunities for moderate income and/or single-parent families through new development. Facilitate development of HomeSight multi-family projects in the South Atlantic neighborhood.

43. City assistance for multi-family rehabilitation should require: a formal management plan, including training for building managers; assessment of needed capital improvements, e.g., street repair and upgrades, other infrastructure; assessment of needed services to support families in the housing, e.g., school programs and health services.

44. Continue funding for the following programs targeted to Southeast Seattle: HomeSight, Southeast Seattle Apartment Management Assistance Program, Housing Development Fund.

45. Support existing language in the Comprehensive Housing Affordability Strategy to provide acquisition and rehabilitation assistance to multi-family properties in Southeast Seattle when market-rate rents are not high enough to provide the cash flow required for private rehabilitation loans, and to encourage the development of mixed-income multi-family communities. Support the continued prohibition of new construction of assisted housing with the exception of mutual housing, cooperatives and home ownership programs. Support the continued prohibition of conversion of housing with less than five units from unsubsidized housing uses to publicly assisted rental housing.

Southeast Seattle Arts Council was funded by the Seattle Arts Commission this year (as in several previous years) for a series of summer jazz concerts in Seward Park.

Cultural Planning

Seattle Arts Commission submitted to DHHS a list of ten local arts groups located within the Central/Southeast Districts as part of the City's Community Empowerment grant application.

Southeast Seattle Arts Council was invited by Seattle Arts Commission to the first of a series of neighborhood arts council planning meetings on April 18, 1995. These meetings will continue to inform neighborhood arts councils of various City planning efforts, including updates on the Cultural Resources element of the City's Comprehensive Plan, Seattle Arts Commission's strategic plan and neighborhood planning.

Seattle Arts Commission Public Art Program Projects Beliz Brother is working on a gardening project with Southeast Asian immigrants at Holly Park. This project, which is sponsored by One Reel, will result in a temporary artwork structure which will be erected at Bumbershoot.

The "Urban Peace Circle" is also within this district, as is the "Philosophical Promenade" on the I-90 Lid and the "Blue Dog" piece by Carl Chew and Ellen Ziegler in the I-90 drainage basin. The latter two are Arts Commission Percent for Art projects, while the "Urban Peace Circle" by George Tsutakawa, was a gift of art donated to the City by the community.
