A RESOLUTION to amend Article VIII of the City Charter to provide for a Department of Finance and a Director thereof, appointed by the Mayor and confirmed by a majority of the City Council, to exercise general supervision over the financial affairs of the City and establishing the positions and providing for the appointment and duties of a City Comptroller, a City Treasurer and a City Clerk.
