Title

An Ordinance providing for the improvement of The Alley in Block 30, Capitol Hill Addition, Division No. 4, being the alley between 6th Avenue North and 17th Avenue North, from East Highland Drive to East Galer Street; all in The City of Seattle, all in accordance with Petition No. 84837 to the City Council of the City of Seattle, creating a local improvement district therefor, and providing that payment of said improvement be made by special assessments upon property in said district payable by mode of "Payment by Bonds", and declaring an emergency.
