Title

An Ordinance providing for the improvement of Alley in Block "L", Bell's 5th Addition, being the alley between 4th Avenue and 5th Avenue, from Bell Street to Battery Street; all in The City of Seattle, all in accordance with Resolution No. 6798 of the City Council of the City of Seattle, creating a local improvement district therefor, and providing that payment of said improvement be made by special assessments upon property in said district payable by mode of "Payment by Bonds", and declaring an emergency.
