Title

An Ordinance providing for the improvement of Alley, in Block 24, Capitol Hill Addition, Division No. 2, being the alley between 18th Avenue North and 19th Avenue North, from East Aloha Street to East Prospect Street, all in The City of Seattle, all in accordance with Resolution No. 6499 of the City Council of the City of Seattle, creating a local improvement district therefor, and providing that payment of said improvement be made by special assessments upon property in said district payable by mode of "Payment by Bonds" and declaring an emergency.
