Title

An ordinance relating to and providing for the improvement of the alleys in block 18, Capitol Hill Addition No. 2, and blocks 27 and 30, Capitol Hill Addition No. 4, et al, by paving the same with asphalt laid upon a proper concrete foundation, all in accordance with Resolution No. 3988 of the City Council of the City of Seattle, creating a local improving district therefor, and providing for that payment for said improvement to be made by special assessment upon property in said district payable by the mode of "Payment in Bonds."
