Title

An ordinance relating to and providing for the improvement of the alley in block 28, Capitol Hill Addition, Division No. 4, being the alley from East Prospect Street to East Highland Drive, between 15th Avenue North and 16th Avenue North, all in the City of Seattle, by paving the same with asphalt laid upon a proper concrete foundation all in accordance with Resolution No. 3843, of the City Council of the City of Seattle, creating a local improving district therefor, and providing for that payment for said improvement to be made by special assessment upon property in said district payable by the mode of "Payment in Bonds."
