Title

An ordinance relating to and providing for the improvement of 23rd Avenue South, from Norman Street to Atlantic Street, Norman Street, from the west margin of 23rd Avenue South on the north to the west margin of 23rd Avenue South on the south, all in the City of Seattle, by paving the same with asphalt or other suitable material laid upon a proper concrete foundation, with concrete or armored concrete curbs, brick gutters and the construction or reconstruction of all sewers, side sewers and watermains, with their appurtenances necessary for the proper sewerage, drainage, water service and fire protection of said district, all in accordance with Resolution No. 3739, of the City Council of the City of Seattle, creating a local improving district therefor, and providing for that payment for said improvement to be made by special assessment upon property in said district payable by the mode of "Payment in Bonds."
