Avenue South to Waters Avenue; and Arrowsmith Avenue, from Perry Street to Thayer Street, all in the City of Seattle, by grading the same and providing for the necessary surface drainage; by constructing wooden bridge on Waters Avenue and on Arrowsmith
Avenue, and providing for the reconstruction of all water mains with their appurtenances, and providing for the construction of wooden bulkheads where necessary, all in accordance with Resolution No. 2744 of the City Council of the City of Seattle; and
providing for the payment therefor by the mode of "Payment by Bonds," as provided by the laws of the State of Washington and the Charter and Ordinances of the City of Seattle.
