An Ordinance providing for the improvement of Lot 1, Block 34, Lots 1, 2, 3, 4 and that part of Lot 8 lying east of railway right of way in Block 36, Lots 2, 5, 6, 7 and 8 in Block 37, that part of Lot 6 lying each of railway right of way in Block 38, Lots 1, 2, that part of Lot 3 lying east of railway right of way, that part of lot 4 lying east of railway right of way, that part of lot 4 lying west or railway right of way, Lots 5, 6 and 7 all in Block 39, and the North 1/2 of Lot 2 in Block 40 all in Maynard's Plat of the Town (now City) of Seattle; that part of Lots 1, 2, 3, 4 and 5 lying east of the railway right of way, that part of lot 6 lying west of railway right of way all in Block 4, Lots 5 and 6 and that part of Lots 7 and 8 lying east of railway of way, that part of Lots 7 and 8 lying west of railway right of way, all in Block 5, Lot 2 Block 2 and in Plummer's Addition to the City of Seattle; Lots 2, 5, 6 and 7 Block 203, that part of Lots 1 and 6 lying west of railway right of way, Lots 2, 3, 4, 7, 8, 9, and 10 all in Block 213, Lots 1, 2, 7 and 8 including 1/2 vacated alley adjoining same in Block 209, Lots 2 and 3, also Lots 1 and 4 including 1/2 vacated alley adjoining same all in Block 204, South 39.94' of Lot 1, North 20' of Lot 1, Lots 2, 3, 4, 6 and 8, North 57' of Lot 5, South 3' of Lot 5, North 15' of Lot 7 and South 45' of Lot 7 all in Block 206, Lots 1 and 2 in Block 207, Lot 7 Block 208, Lots 1, 2, 3, 4, 7, 8, 9, 5, North 40' of Lot 6, South 10' of Lot 6, all including 1/2 vacated alley adjoining same, all in Block 210, Lots 1, 2 and 3 including 1/2 vacated street adjoining same all Block 211, Lots 1, 2, 3 and 4 exception railway right of way but including 1/2 of vacated street and also 1/2 of vacated alley adjoining same, Lots 5, 6 and 7 including 1/2 vacated alley adjoining same, Lot 8 including 1/2 of vacated alley adjoining same and excluding railway right of way all in Block 214, Lots 1, 2, 3, 4, 5, 7, 8, North 20' of Lot 6, South 40' of Lot 6 including 1/2 vacated alley adjoining same all in Block 215, North 30', of Lot 1, South 30' of Lot 1, Lots 2, 3 and 4 all in Block 216 all of Seattle Tide Lands; Lots 3, 5 and that part of Lot 4 West of the railway right of way, in Block 9, Lots 5, 6 and 7 in Block 8, all in Terry's Fifth Addition to the City of Seattle, by filling the same, and by erecting bulkheads and retaining walls thereon wherever necessary, as a sanitary measure, and fixing and establishing grades thereof, all in accordance with Resolution No. 1200 and 1295 of the City Council of the City of Seattle, and providing for the payment therefor by the mode of "Payment by Bonds," as provided by the laws of the State of Washington and the Charter and Ordinances of the City of Seattle, and declaring an emergency.
