An Ordinance granting permission to the Sylvester-Cowen Investment Co. to improve Twelfth Avenue Northeast from East Sixty-fifth Street to University Boulevard; East Sixty-fourth Street from Tenth Avenue Northeast to Brooklyn Avenue and East Sixty-third Street and East Sixty-second Street from Tenth Avenue Northeast to Fifteenth Avenue Northeast by grading, curbing, sidewalking and by the laying water mains, at its own cost and expense.
