An Ordinance proposing to the voters of the City of Seattle that the City of Seattle make certain additions to the existing water works owned and controlled by said city, specifying and adopting the proposed plan and details of said additions, and declaring the estimated cost thereof, as near as may be, to be the sum of Two Million Two Hundred Fifty Thousand ($2,250.000.00)
