AN ORDINANCE submitting a proposition to the qualified electors of the City of Seattle, at the general election to be held on November 2, 1999, to delete Article II; delete Article V, Section 12; and delete Article IX of the Charter of the City of Seattle; and to change the headings of Article VII and Article VIII of said charter; and to amend Article XVII, Section 1 of said charter; all in order to eliminate obsolete references therein to the City territory and boundary, the City Planner, the City Public Health Department and the City Board of Public Works, and the original salaries of elective officers; ratifying and confirming prior acts; calling on the City Clerk to certify the proposed amendments to the Director of Records and Elections of King County and directing such Director to submit the proposition to City voters; and providing for the publication of such proposed amendments. BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS: Section 1. Subject to the approval of a proposition by a majority of the qualified electors casting votes thereon, Article II; Article V, Section 12; and Article IX of the Charter of the City of Seattle are hereby deleted; the headings of Article VII and Article VIII of said charter are hereby changed; and Article XVII, Section 1 of said charter is hereby amended, all as follows:
ARTICLE II
Territory

north line of the south 1,326.00 feet of Government Lot 1 in Section 34, Township 26 North, Range 3 East, W.M.; thence east along said north line to the west line of the right of way of the Great Northern Railway (formerly the Seattle and Montana
Railway); thence southerly to the intersection of the easterly line of said right of way with the west line of V Street, as platted in Loyal Heights Addition; thence southerly along the westerly line of V Street and of Golden Avenue, as platted in said
addition, to the north line of Township 25 North, Range 3 East, W.M., excepting therefrom the right of way of the said Great Northern Railroad that lies north of the said north line of Township 25 North; thence east along the north line of said township

Beginning at the intersection of the center line of Lake Washington with the extended east and west center line of Section 1, Township 23 North, Range 4 East, W.M.; thence west along said center line to an intersection with the easterly line of
Kinnear's First Addition to Rainier Beach; thence southeasterly along the easterly line of said addition to the south line thereof; thence west along the said south line to an intersection with the west line of Section 1, Township 23 North, Range 4

The West Boundary of The City of Seattle shall be as follows:
Beginning at the intersection of the south line produced west of Township 24 North, Range 3 East, W.M., with the center line of Puget Sound; thence along said center line north to the north line produced west of Block 24, Ballard Tide Lands, as platted
by the Commissioner of Public Lands of the State of Washington.
Sec. 12.
The City Planner shall assist the Mayor, City Council, and the Planning Commission as a technical advisor regarding the City's comprehensive plan, zoning, and capital improvements; prepare reports and recommendations relative to annexation review and
urban renewal plans and projects; and review public improvement projects proposed for construction by the City and advise of their consistency with the comprehensive plan and he shall have such further powers and perform such other duties as may be
prescribed by ordinance. The City Planner shall be directly responsible to the Mayor or such other department head as may be designated by ordinance and may serve as executive secretary of and technical advisor to the Planning
Commission.
ARTICLE IX
The Director of Public Health shall have supervision and control of all matters appertaining to the health and sanitation affairs of the City, including such hospitals and like institutions maintained by the City. He shall be the head of the Public
Health Department and see that all laws relating to the health and sanitation of the City are enforced, and shall prescribe rules and regulations, not inconsistent with law, for the government and control of the Department.
ARTICLE VII
ARTICLE VIII Article XVII Salaries and Bonds
Section 1. SALARIES: No officer of employee of the City shall receive any compensation for his or her service as such except by salary, which shall be fixed and paid as prescribed by ordinance Section 2. The King County Director of Records and Elections, as ex officio supervisor of elections, is hereby directed to submit to the qualified electors of the City the proposition set forth below at the City general election on November 2, 1999. The City Clerk is hereby authorized and directed to certify the proposition to the King County Director of Records and Elections in the following form: Proposed City Charter Amendment No. ____ Shall the Seattle City Charter be amended to eliminate obsolete references therein to the City territory and boundary, the City Planner, the City Public Health Department, the City Board of Public Works and the original salaries of elective officers; to delete Article II; Article V, Section 12; and Article IX of said charter; to change the headings of Article VII and Article VIII; and to amend Article XVII, Section 1 of said charter, accordingly? Yes ____ No ____ Every qualified voter at the election desiring to ratify the proposition shall mark his or her ballot "Yes." Every qualified voter desiring to reject the proposition shall mark his or her ballot "No." Section 3. The City Clerk shall certify to the Director of the Department of Records and Elections of King County as Supervisor of Elections the charter amendments proposed herein in the form of a ballot title conforming to the foregoing statement of the same, and shall certify a copy of the proposed charter amendments, and the same shall be published by the City Clerk in two daily newspapers in the City for at least thirty (30) days prior to such election, and as required by RCW 35.22.170. Section 4. Certification of the charter amendments proposed herein by the City Clerk to the Director of Records and Elections and any other act pursuant to the authority and prior to the effective date of this ordinance is hereby ratified and confirmed. Section 5. This ordinance shall take effect and be in force immediately upon approval by the Mayor or, if not approved and returned by the Mayor within ten (10) days after presentation, then on the eleventh (11th) day after its presentation to the Mayor or, if vetoed by the Mayor, then immediately upon its passage over his veto.
