AN ORDINANCE establishing a Seattle Ethics and Elections Commission to replace the Fair Campaign Practices Commission and the Board of Ethics; replacing the Elections Administrator with an Executive Director; prescribing duties; exempting certain positions from the Civil Service; transferring functions; delegation of fact finding to the hearing examiner; adding a new Chapter 3.70 to the Seattle Municipal Code, amending Sections 2.04.010, -.620, 2.14.010, 2.24.030, 2.24.040, 4.13.010, 4.16.030, 4.20.800, -.810,-.830 and -.850, and repealing Sections 2.04.050, 2.04.080, 4.16.040, -.050, -.060 and subsections 2.04.060 A and 2.04.060 B1 in connection therewith, all by two-thirds vote of the City Council.
