An ordinance granting to Josiah Collins, and others the right and authority to improve the alley in block 116, A. A. Denny's Broadway Addition to the City of Seattle, by paving the same with asphalt or wooden blocks at their own cost and expense, and repealing Ordinance No. 10139, approved October 6, 1903.
