Subject Number DPP 500 P III-422, Schedule 100 FINAL CONNECTION COSTS FOR Effective PERMANENT OR ENLARGED SERVICES INSTALLED BY CONTRACTORS January 11, 2012_____________________ Supersedes /s/ by Jorge Carrasco _____________________________________ November 22, 2010___________________ Approved by Jorge Carrasco Page 1 of 7 1.0 Payment for final connection costs incurred by the Department in energizing permanent or enlarged services installed by contractors employed by customers. 1.1 Payment of all component-cost charges for permanent or enlarged service installations, as established in section2.0, shall be required before the Department will energize services. Charges for standby service, inspection/review, providing 5-kV, 15-kV or 28-kV primary cable, and reactive metering shall be assessed for costs incurred by the Department, if applicable, in addition to the component-cost charge. 1.2 Where work is required in addition to work covered by component-cost charges, payment shall be required in the following manner: 1.2.1 Where additional work is estimated to cost $35,000 or less (Looped Radial), $75,000 (Network) or less, a payment of 20 percent of the total of the engineer's estimate will be required before the Department's service design engineers and/or installation crews begin work. All fees (100 percent of the engineer's estimate) must be paid before the Department approves the service for connection. 1.2.2 Where additional work is estimated to cost in excess of $35,000 (Looped Radial), $75,000 (Network), payment of 20 percent of the engineer's estimate will be required before the Department's service design engineers and/or installation crews begin work. All fees (100 percent of the engineer's estimate) must be paid before service is approved for connection. A final billing shall be made after the job is completed, to reflect actual time and material costs expended in energizing the service, unless a prior agreement has been reached to assess on a firm bid price. 1.3 For services not subject to a component-cost charge schedule, where the energization costs are estimated to be $35,000 or less (Looped Radial), $75,000 or less (Network), payment of the full amount of the engineer's estimated charges shall be required before the Department approves the service for connection. 1.4 For services not subject to a component-cost charge schedule, where the energization costs are estimated to exceed $35,000 (Looped Radial), $75,000 (Network), payment of 20 percent of the engineer's estimate will be required before the Department's service design engineers and/or installation crews begin work. All fees (100 percent of the engineer's estimate and standard installation) must be paid before service is approved for connection. A final billing shall be made after the job is completed, to reflect actual time and material costs expended in energizing the service, unless a prior agreement has been reached to assess on a firm bid price. 2.0 Charges 2.1 Component-Cost Charges . The costs of making final connections to the Department distribution system that energizes customers' secondary services. These charges are comprised of the costs of the work segments which apply to a particular service and include administrative expenses and taxes. 2.1.1 New or Enlarged Overhead Single-Phase Services (see Table 2.1.1) 2.1.2 New or Enlarged Overhead Three-Phase Services (see Table 2.1.2) 2.1.3 New or Enlarged Underground Single-Phase Services (Looped Radial) (see Table 2.1.3) 2.1.4 New or Enlarged Underground Three-Phase Services (Looped Radial) (see Table 2.1.4) 2.1.5 Network Area New or Enlarged Services (see Table 2.1.5) TABLE 2.1.1 NEW OR ENLARGED OVERHEAD SERVICES SINGLE-PHASE

The Department shall provide standby service for the contractor whenever the contractor must perform work in energized Department facilities. One Journey-Level Cable Splicer or Lineworker During normal work hours at $106/hour including travel time During overtime work hours at $126/hour including travel time One Associate Civil Engineering Specialist During normal work hours at $98/hour including travel time During overtime work hours at $117/hour including travel time 2.3 Inspection/Review Charge . The Department shall provide inspection and review service for contractor-installed equipment and material between the customer's service connection point and the Department's distribution system to assure contractor compliance with Department specifications, standards, and requirements for service. All such inspections and/or reviews shall be charges to the customer. When the customer's contractor obtains a permit to perform public right-of-way construction work, the contractor shall be responsible for the cost of the construction permit, inspection fee, and administrative costs assessed by the permit-issuing authority; and any bonding requirements of the Department and the permit-issuing authority. Department inspection and review charges, if applicable, will be assessed in addition to those charged by other inspecting authorities. 2.5 Reactive Metering Charge . If any new or enlarged three-phase secondary service contains an inductive load that will cause unsatisfactory conditions on the Department's system, the Department may install a reactive kVA-hour meter. In such cases, a charge of $154 for Department installation of kvar-hour metering shall be levied, in addition to the component-cost charge applicable in section2.1. 2.6 Primary Cable Charge . When the Department has determined that the 5-kV, 15-kV or 28-kV cable as specified by the Department is unobtainable by the customer's contractor and will be provided by the Department, the loaded cost of such cable provided will be included in the final connection costs billed to the customer.
