COMPTROLLER'S REPORT to the City Council on the sufficiency of signatures for Initiative Measure No. 31, as it relates to downtown zoning to reduce permitted building height and bulk, to reduce floor area bonuses for public benefit features to limit the development of new office space (with exceptions for small buildings) to 500,000 square feet per year through 1994 and to 1,000,000 square feet per year from 1994 through 1999, and to require that studies regarding the future management of downtown growth be prepared
