A RESOLUTION declaring the City Council's intent to support the growth and livability of the South Lake Union Urban Center by working with other City departments to implement initiatives that complement changes to land use regulations.
WHEREAS, in October 2012, the Executive submitted a legislative rezone proposal for South Lake Union to the City Council for review; and
WHEREAS, that proposal was introduced and referred to the Council's Planning, Land Use, and Sustainability Committee on October 10, 2012, as Council Bill 117603 and re-referred to the Council's Special Committee on South Lake Union on January 14, 2013;
and
WHEREAS, during their deliberations on Council Bill 117603, Councilmembers identified and advanced several related policy goals and future City work program items that were outside the scope of the Executive's proposal; and
WHEREAS, land use regulations alone will not support the achievement of every livability goal developed for the South Lake Union Urban Center; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE THAT:
Section 1. The Council has passed the ordinance introduced as Council Bill 117603, which revises land use regulations in the South Lake Union Urban Center in order to spur redevelopment and increase community vitality. While land use regulations can
act as a catalyst for new development in a neighborhood, zoning changes alone cannot achieve all policy goals related to urban design, social equity, incentive programs, and community revitalization. Therefore, the Council declares its intent to
support the growth and livability of the South Lake Union Urban Center by working with other City departments to carry out initiatives that include, but are not limited to, the following:
A. The Council will partner with the Department of Planning and Development (DPD) to prepare legislation that amends the Seattle Municipal Code to add the view from Lake Union Park toward the Space Needle to the list of view corridors within the City
that are protected under the State Environmental Policy Act.
B. The Council recognizes and supports DPD's intent to update the design guidelines for the South Lake Union Urban Center in 2014.
C. The Council strongly supports the preservation of the Seattle Times Park as a publically-accessible open space and urges DPD and other City departments to make the achievement of that goal a factor in their future decisionmaking in South Lake
Union.
D. The Council will appropriate additional funding to the Department of Neighborhoods via the 2013 First Quarter Supplemental Budget Ordinance to support the creation of a comprehensive historic resources inventory for South Lake Union.
E. The Council will appropriate additional funding to the Department of Transportation via the 2013 First Quarter Supplemental Budget Ordinance to update the project list and fees for the South Lake Union alternative transportation mitigation
program.
F. The Council requests the City Budget Office develop proposed financial policies to govern the use of revenue from the Local Infrastructure Project Area that will be created as part of the City's participation in the regional transferrable
development rights (TDR) program created in 2011 by the Washington State Legislature (Engrossed Substitute Senate Bill 5253).
G. The Council urges DPD and King County to finalize an interlocal agreement regarding the City's participation in the regional TDR program and submit implementing legislation to the City Council as soon as possible.
H. The Council encourages DPD to develop and carry out a process for working with the Cascade neighborhood to determine whether further increases to maximum permitted building heights and/or opportunities for TDR should be implemented in that area of
the South Lake Union Urban Center.
I. The Council supports the efforts by Kenmore Air to secure grant funding from the Washington Department of Transportation for a system of buoys to signal to boaters when seaplane operations, such as landings and takeoffs, are about to occur and, if
necessary, will consider further statements of support for a grant application by Kenmore Air.
