COUNCIL BILL __________________

AN ORDINANCE relating to the 2014 Budget; amending Ordinance 124349, which adopted the 2014 Budget; changing appropriations to Seattle City Light and Seattle Department of Transportation and budget control levels due to changes in City employment compensation; and ratifying and confirming prior acts; all by a three-fourths vote of the City Council.

WHEREAS, Ordinance 124486 authorizes the Mayor to sign a memorandum of understanding between the City of Seattle and labor unions participating in the Coalition of City Unions, which includes a 1.8 percent cost-of-living increase effective January 1, 2014;

WHEREAS, Ordinance 124485 authorizes the same cost-of-living increase to be extended to certain non-represented City employees;

WHEREAS, Ordinance 124487 authorizes adjusting the pay zone structures for the City's discretionary pay programs for the year 2014;

WHEREAS, Ordinance 124480 authorizes the Mayor to execute a collective bargaining agreement between the City of Seattle and the International Brotherhood of Electrical Workers, Local 77 to be effective January 23, 2013 through January 22, 2017; and

WHEREAS, an increase in 2014 budget appropriations will provide departments with the budget authority to pay for the increased costs associated with the 2014 cost-of-living and pay zone increases; NOW, THEREFORE,

BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:

Section 1. In order to pay for necessary costs and expenses incurred or to be incurred, but for which insufficient appropriations were made due to causes that could not reasonably have been foreseen at the time of the making the 2014 budget, appropriations for the following items in the 2014 budget are increased from the funds shown, as follows:

Section 2. Any act consistent with the authority and prior to the effective date of this ordinance is ratified and confirmed.

Section 3. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section 1.04.020.
