AN ORDINANCE authorizing the transfer of a Crown Victoria Police Interceptor to the Seattle Metropolitan Police Museum upon certain conditions being met.
WHEREAS, the Seattle Police Department made the decision to gradually retire its fleet of Crown Victoria Police Interceptors and replace them with Ford Police Interceptor Utility vehicles; and
WHEREAS, the "Crown Vic" has been the primary vehicle for the Police Department since 1995 and is one of the most publicly recognizable symbols of the Department; and
WHEREAS, the Seattle Metropolitan Police Museum ("Museum") was formed in 1997 by Seattle Police Officers and officially recognized by the City Council through Resolution 29886 in 1998; and
WHEREAS, the Museum holds a fleet of 20 original vintage police vehicles dating from 1949 to present -the largest known collection in the United States -and displays these vehicles at public events around the city and region; and
WHEREAS, the Museum has expressed an interest in obtaining a Crown Vic; and
WHEREAS, the Department of Finance and Administrative Services estimates the value of a retired single vehicle at $2,500 and would otherwise be sold as surplus; and
WHEREAS, the City Council finds that preserving a Crown Vic in the Museum's collection would hold historical value and further the efforts of the Museum to "demystify" the policing profession to the public; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. The City Council authorizes the Director of Finance and Administrative Services to negotiate and execute an agreement with the Seattle Metropolitan Police Museum for the transfer of a single Crown Victoria Police Interceptor deemed surplus
from the Seattle Police Department to the Museum. The agreement should provide that the Museum will use the vehicle to further its mission to improve police-community relations through education about the history of policing in Seattle and King County.
The use and display of the vehicle at public activities that improve police-community relations shall constitute the compensation to the City, in lieu of cash payment, for the transfer of the vehicle.
Section 2. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section
1.04.020.
