AN ORDINANCE relating to City-owned property under the jurisdiction of the Office of Housing, located in Ladd's First Addition to South Seattle, lying east of and immediately adjacent to Airport Way South; transferring jurisdiction of portions of Lots
9-16, Block 7 and portions of Lots 7-12, Block 10 to the Department of Finance and Administrative Services; transferring jurisdiction of portions of Lots 6-10, Block 11, to the Seattle Department of Transportation for street purposes; and laying off,
opening, widening, extending, and establishing a portion of Airport Way South.
WHEREAS, The City of Seattle acquired Lots 9 to 16, inclusive, Block 7; and Lots 7 to 12, inclusive, Block 10; and Lots 6 to 10 inclusive, Block 11; all in Ladd's First Addition to South Seattle, as recorded in Volume 10 of Plats, page 75, Records of
King County, Washington, in 1968 following condemnation proceedings under Acceptance Ordinance 96625 relating to the South Seattle Redevelopment Project; and
WHEREAS, jurisdiction of a portion of the property acquired was transferred from the Executive Department in 1969 by Ordinance 98257 to the former Engineering Department (now the Seattle Department of Transportation ("SDOT") through Ordinance 118409)
in order to widen Airport Way South; and
WHEREAS, jurisdiction of the remainder of the property was transferred to the Department of Housing and Human Services by Ordinance 115958 and subsequently assigned to the Office of Housing ("OH") through Ordinance 119273; and
WHEREAS, OH has determined that the property is not suitable for housing development due to incompatible zoning and narrow configuration of the property, and therefore is excess to the needs of OH; and
WHEREAS, the Department of Finance and Administrative Services ("FAS") can utilize the portion of the property lying north of South Snoqualmie Street to support City operations at the FAS-managed SDOT Sign Manufacturing Shop; and
WHEREAS, SDOT has determined that a portion of Lots 6-10, Block 11, all in Ladd's First Addition to South Seattle, as recorded in Volume 10 of Plats, page 75, Records of King County, Washington is needed to support the transportation functions of
Airport Way South; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. Jurisdiction of the following described property is hereby transferred from the Office of Housing to the Department of Finance and Administrative Services:
Lots 9 to 16, inclusive, Block 7; and Lots 7 to 12, inclusive, Block 10, in Ladd's First Addition to South Seattle, as recorded in Volume 10 of Plats, page 75, Records of King County, Washington, Less portion previously transferred for street purposes
under City of Seattle Ordinance No. 98257.
Section 2. Jurisdiction over the following described real property is hereby transferred from the Office of Housing to the Seattle Department of Transportation, and the property is designated for street purposes:
Lots 6 to 10, inclusive, Block 11, Ladd's First Addition to South Seattle, as recorded in Volume 10 of Plats, page 75, Records of King County, Washington, Less portion previously transferred for street purposes per Ordinance No. 98257.
Airport Way South is hereby laid off, opened, widened, extended and established upon the land described in this section.
Section 3. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section
1.04.020
