AN ORDINANCE relating to youth employment and mentoring programs; changing appropriations to the Department of Neighborhoods, Department of Parks and Recreation and Human Services Department; and removing a proviso in Ordinance 124058.
WHEREAS, the 2013-2014 Proposed Budget included funding to expand the Seattle Youth Violence Prevention Initiative (Initiative) in the Department of Neighborhoods in both 2013 and 2014, which in combination would increase the total funding for the
Initiative from nearly $4 million per year to nearly $6 million per year; and
WHEREAS, Resolution 31404, adopted in 2012, established standards for the measurement of program performance and program evaluation, and stated the City Council's intent to review the effectiveness of any programs proposed for significant expansion, and
Resolution 31425, adopted in 2013, reiterated these standards and this intent; and
WHEREAS, in its review of the 2013-2014 Proposed Budget and the proposed expansion of the Initiative the Council questioned whether enough is known about the effectiveness of the Initiative to warrant the expansion; and
WHEREAS, the Council accordingly requested that the City Auditor develop an evaluation plan for the Initiative and provided funding for this work, and imposed a proviso on $1,020,181 of the funding appropriated to the Department of Neighborhoods in 2013
for the expansion of the Initiative pending a satisfactory evaluation plan; and
WHEREAS, on January 31, 2013 the City Auditor reported that he was unable to develop a complete evaluation plan due to unresolved fundamental questions about the Initiative's goals, strategies and intended outcomes; and
WHEREAS, on March 22, 2013, the City Auditor reported that he and the Department of Neighborhoods had agreed to attempt to resolve these questions so that an evaluation plan might be developed later this year; and
WHEREAS, while the City Auditor and Department of Neighborhoods resolve these questions and develop an evaluation plan for the Initiative, the Council wishes to support employment and mentoring programs for disadvantaged youth, and wishes to support a
limited expansion of the Initiative in 2013; and
WHEREAS, the Council intends to review any 2014 budget proposals for further expansion of the Initiative in light of Resolution 31425 and the progress made by the City Auditor and Department of Neighborhoods in developing an evaluation plan;
NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. In order to pay for necessary costs and expenses to be incurred in 2013, but for which insufficient appropriations were made due to causes that could not reasonably have been foreseen when the 2013 Budget was adopted, appropriations for the
following items in the 2013 Budget are altered from the funds shown, as follows:

The Council intends that the funds appropriated to the Department of Parks and Recreation and Human Services Department be spent on youth employment programs and related youth mentoring.
Unspent funds so appropriated shall carry forward to subsequent fiscal years until they are exhausted or abandoned by ordinance.
Section 2. The restrictions imposed by the following budget proviso, which limits spending on the following item, are removed because the conditions set forth in the proviso have been satisfied and they are no longer restricted for any purpose,
including those set forth in Subsection 1c of Ordinance 124058.

Section 3. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section
1.04.020.
