AN ORDINANCE related to Structured Teen Programming; lifting a budget proviso imposed on the Department of Parks and Recreation's Recreation Facilities and Programs Budget Control Level in 2013 for structured teen programming and amending Ordinance
124058, which adopted the 2013 budget.
WHEREAS, the 2013 Proposed Budget included funding to increase public hours or drop-in hours for seven community centers, with the intent of addressing youth violence in the surrounding areas; and
WHEREAS, the City Council redirected a share of these funds to be used solely for structured teen programming; and
WHEREAS, youth in Seattle face unemployment levels above the state and national average; there is an immediate need to expand youth employment pathways and provide better footing for successful long-term outcomes; and
WHEREAS, the City Council placed a proviso on $176,091 in the 2013 Adopted Budget for the Department of Parks and Recreation's Recreation Facilities and Programs Budget Control Level, all of which is to be spent solely for structured teen programming
once authorized by future ordinance and following City Council approval of a Parks and Recreation report describing the teen structured programming proposed to be implemented; and
WHEREAS, the Executive has presented to the Council a detailed response on Green Sheet #107-1-C-2 described in the proviso imposed by Ordinance 124058 regarding the proposal for structured teen programming, and, through this response and legislation,
has satisfied the terms of the budget proviso; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. The restrictions imposed by the following budget proviso are removed and they are no longer restrictions for any purpose of Ordinance 124058.

"Of the appropriation in the 2013 budget for the Department of Parks and Recreation's (DPR's) Recreation
Facilities and Programs BCL, $176,091 is appropriated (and of the amount endorsed for 2014, $184,555 is expected to be appropriated) solely for structured programming for teens and may be spent for no other purpose. Furthermore, none of the money
so appropriated in 2013 may be spent until authorized by future ordinance. The Council anticipates that such authority will not be granted until DPR reports to the Council Parks and Neighborhoods Committee describing the teen structured
programming proposed to be implemented." |

Section 2. Any act pursuant to the authority of this ordinance taken after the passage of this ordinance is ratified and confirmed. If any provision of this ordinance is determined to be invalid or unenforceable the remainder shall nonetheless remain in
full force and effort.
Section 3. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section
1.04.020.
