AN ORDINANCE accepting the gift of an automated bicycle counter, a display totem, funding for installation of the counter and totem, and a website to share resulting counts with the public, and ratifying and confirming prior acts.
WHEREAS, the City of Seattle, through the Seattle Department of Transportation (SDOT), currently conducts systematic quarterly counts of cyclists to monitor the number of cyclists using the City's transportation network; and
WHEREAS, SDOT is seeking to extend the value of its existing quarterly systematic spot counts of bicycles by collecting data using automated counters at select locations, including the Spokane Street Bridge, to enable modeling of weekly, monthly, and
annual bicycle volumes from existing systematic quarterly count data; and
WHEREAS, the Cascade Bicycle Club and the Mark and Susan Torrance Foundation wish to make a gift of a automated continuous bike counter, a display totem, $11,880 for installation of the counter and totem, and a website to share the resulting counts with
the public; and
WHEREAS, while the City is open to accepting third party private donations to pay for additional automated bicycle counting equipment contingent on the ability of the City to operate and maintain such equipment; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
Section 1. The Director of Transportation is authorized to accept the gift of an automated bicycle counter, a display totem, $11,880 for installation the counter and totem, and a website to display count data to the general public.
Section 2. The Director of Transportation is authorized to install the gifted bicycle counter and display totem on the east approach of the Spokane Street Bridge to count bicycles using the pedestrian and bicycle pathways of the Spokane Street Bridge,
and the City of Seattle shall own the counter, display totem, website, and resulting data, and shall maintain these as funds allow.
Section 3. Any act consistent with the authority of this ordinance taken after its passage and prior to its effective date is hereby ratified and confirmed.
Section 4. This ordinance shall take effect and be in force 30 days after its approval by the Mayor, but if not approved and returned by the Mayor within ten days after presentation, it shall take effect as provided by Seattle Municipal Code Section
1.04.020.
